Before declaring war on Japan, how did the United States help the Allies?

The United States indirectly helped the Allies before declaring war on Japan by using two programs. The first was the Cash and Carry policy which said England could buy weapons from the United States as long they would come and pick them up. The other was the Lend-Lease policy which was when America gave money to England and they in turn would buy weapons from us.
