center of the circle is (-3,2)

Now the equation of circle is given by

[tex] (x-h)^2 +(y-k)^2= r^2 [/tex]

where (h,k) is the center and r is radius

So we get

[tex] (x-(-3))^2 +(y-2)^2 = 2^2 [/tex]

Or

[tex] (x+3)^2 +(y-2)^2 = 4 [/tex]

So Third Option is Correct
